Possible Reason:

The SQL manifest file sqlsupport.msi is corrupted or missing.

Solution:

  1. Download the package from internet or get the package file from installer DVD and install the package onto your PC.
  2. You may skip this rule by executing a command to install SQL Server.
    • Open CMD and run command to redirect to the path of SQL Server installer. CD C:\Path
    • Run the command to skip the rule. SQLEXPR_x64_ENU.exe/SkipRules=FusionRebootCheck /action=install
