Answer:
YES, it is an access rights control. Go to Menu > General Maintenance > User Maintenance > Access Rights. Expand AutoCount Accounting and look for Systems > Behaviors > Show Bank/Cash Account Balance. By default, this access right is given to ADMINS group only, however you can change it by check or uncheck the specific username.
Bank balance amount will be hidden from particular user.
